GULF PRODUCTION MONITOR: October 10, 2008 Gulf Production has climbed above the 8 Bcf/d mark in evening flows for the first time. LA FD offshore production dropped 88 MMcf/d but both Texas Offshore and Federal Offshore increased by a total of 164 Bcf/d. Tennessee has pushed back the completion of repairs to the East leg of the Bluewater system due to delays. Garden Bank's shippers are asking the pipeline to set up an interconnect with ANR through SMI 76 to facilitate the delivery of condensate. Total deferred offshore production since 8/29 is now 247 Bcf/d. TEXAS ENERGY BULLETIN: October 10, 2008 ERCOT Peak Load increased to 42 GW.Prices were mixed across the region with HH up 10 cnts to $6.69.HSC gained 9 cnts to $6.30. The HH-HSC spread increased by 1 cnt to +38 cnts. Flows east to HH increased by 157,000 MMBtu. Waha was up by 4 cnts to $4.37. The HSC-Waha spread gained 6 cnts to $1.93. Flows east to HSC increased by 101,000 MMBtu. SoCal dropped by 16 cnts to $4.67. The SoCal-Waha spread fell by 20 cnts to +30 cnts. Flows west to SoCal dropped by 148,000 MMBtu. 10/09/08 0152PM SOCAL - OFO Cycle 2 10/10SoCalGas will limit all nominations that exceed each customer’s Transportation Service Access Quantity (TSAQ) in the fourth operating cycle for the
above date.
If storage injection capacity falls below 850 MMcf/d, storage injection capacity will be calculated as follows:
* During an OFO, available storage injection capacity for core storage and unbundled non-core storage may be reduced when physical injection
capacity falls below 850 MMcfd.
* Available injection capacity of both core and non-core customers will be limited to the estimated available physical injection capacity minus the portion
of injection capacity for customers balancing services, 10% or more of forecasted system demand (as determined by SoCalGas Gas Operations), times
the percentage core or unbundled non-core share of the total injection capacity allocated to core and unbundled non-core.
* The total injection capacity allocated is 327 MMcfd of allocated core injection rights (73%) and 121 MMcfd of allocated unbundled non-core injection
rights (27%).
* Core will receive a share of the available injection rights, but no greater than 327 MMcfd.
* Any excess available injection capacity calculated for the core (calculation results in an amount greater than 327 MMcfd), based on the methodology,
will be added to the non-core unbundled storage amount.
Customers must ensure that all deliveries into the SoCalGas system are within 110% of expected usage. SoCalGas will assess Buy-Back charges in
accordance with its Rules and Tariffs to those customers who deliver 110% of their actual gas usage on the OFO day.
10/07/08 0331PM REX East to Lebanon Delayed to June 15Rockies Express (œREX) has reassessed its progress in constructing REX East and the associated projected in-service dates. We have experienced delays in securing permits and regulatory approvals for construction activity across REX East in addition to weather-related delays. Priorities have been re-focused to enable the commencement of an initial level of service on REX East at the earliest date feasible.
As such, REX provides the following guidance as to the projected in-service dates:

o Initial REX East service (or interim service) is projected to commence April 1, 2009, with a capacity of 1,600 MDth/d. This will encompass deliveries to NGPL (in Moultrie county, IL), Trunkline (in Douglas County, IL), Midwestern (in Edgar county, IL), Ameren (in Moultrie County, IL), and PEPL (in Putnam County, IN).
o Service to Lebanon is projected to commence June 15, 2009, with a capacity of 1,600 MDth/d.
o In-service of the fully powered REX East pipeline to Clarington, Ohio is projected to commence November 1, 2009, with a capacity of 1,800 MDth/d.

Based upon the inherent uncertainties of completing a project of this magnitude, it is reasonable to expect these projected in-service dates to change. We will provide monthly updates, with our next update scheduled for November 6th. Additional postings will be considered if the situation warrants.

09/25/08 0312PM EPNG Extends Ruby Open Season to October 10th RUBY PIPELINE, LLC
REVISED NOTICE OF OPEN SEASON

Because of delays and inconveniences caused by the recent hurricane affecting
businesses operating in the Texas Gulf coast area, Ruby Pipeline, LLC
(’Ruby’) is extending the term of the pending Open Season for Interim
Capacity on the Ruby Pipeline.

The Open Season commenced on September 15, 2008, and was scheduled to close
on September 29th, but will now remain open until 4:00 p.m., Mountain Time,
on October 10, 2008.

Ruby Pipeline consists of proposed new pipeline facilities extending from
Rocky Mountain supply basins at the Opal Hub in Wyoming to a western terminus
at the Malin Hub in southern Oregon. Ruby Pipeline conducted a binding open
season earlier this year. The Interim Capacity is a limited quantity of
unsubscribed capacity that resulted from the commitments received earlier.
The Interim Capacity commences upon the In-Service Date (as defined below) of
the Ruby Pipeline and extending for various amounts of time. As the result of
prior sales of capacity which ’ramp-up’ over time, Ruby has a limited
quantity of Interim Capacity available in the first years after the In-
Service Date.

The Ruby Pipeline will commence at the Opal Hub, in Section 27, Township 21
North, Range 114 West, Lincoln County, Wyoming, (with Points of Receipt at
that location with CIG, the Rendezvous Pipeline, the facilities of the
Questar Overthrust Pipeline Company, the Williams Opal Plant, and the
Enterprise Pioneer Plant) and will extend westward from that point to a
western terminus at the Malin Hub in Section 2, Township 41 South, Range 12
East, Lake County, Oregon (with Points of Delivery at that location with the
facilities of Pacific Gas and Electric Company, Gas Transmission Northwest
Corporation, and Tuscarora Pipeline Company. Ruby anticipates interconnecting
with Paiute Pipeline in Section 4, Township 39 North, Range 39 East, Humboldt
County, Nevada and will pursue additional interconnects if such interconnects
are requested by shippers as Primary Points of Receipt or Delivery, provided
that: (i) the cost of such interconnects is acceptable to Transporter in its
sole discretion and (ii) Transporter is able to negotiate and execute
mutually agreeable interconnection agreements with these pipelines.

It is anticipated that Ruby shall be a 42’ pipeline and shall be sized
between 1,300 to 1,500 MDth/day, depending upon the final level of shipper
commitments. All interconnects will be sized at least as large as the lesser
of the capacity of the Ruby Pipeline or the interconnecting pipeline at the
point of interconnection.

The In-Service Date of the Ruby Pipeline is anticipated to commence by
March 1, 2011.

As posted September 24, 2008, REX is projecting the ANR point to be available for service starting on September 27 and will accept timely nominations on September 26. The restoration of service to PEPL is delayed, however we expect it to be available for service commencing no later than October 1. These projected completion dates cannot be determined with unqualified certainty given factors that are difficult to predict, such as adverse weather, which can affect progress. Should this schedule change related to the in service of the ANR delivery point, REX will post an update prior to 8:00 a.m. CT on September 26.

09/23/08 0916AM REX Hydrostatic Test UpdateREX HYDROSTATIC TESTING UPDATE “ September 23, 2008 REX commenced its hydrostatic test project as scheduled on September 3, 2008. The line section passed the hydrostatic pressure test, went through the drying process, and now is tied back into the system. We have also been performing other maintenance work on the line while it has been out of service. At this time, we are scheduling the final details of the remaining repairs. We will endeavor to bring the full line into service as early as possible. However, it is possible that we will bring the ANR Delivery Point in Brown County, Kansas into service prior to restoring service to the PEPL Delivery Point in Audrain County, Missouri. We project the ANR point to be available for service starting on September 27. If the restoration of service to PEPL is delayed, we expect it to be available for service commencing no later than October 1. These projected completion dates cannot be determined with unqualified certainty given factors that are difficult to predict, such as adverse weather, which can affect progress. REX will provide an update to our progress on September 24.

For those Shippers that amended the Firm Transportation Service Agreement (’FTSA’) to change the primary delivery points for the term of this work, when each of the ANR and PEPL Delivery Points become available the Shippers respective primary delivery points as specified in the FTSA to become effective under the œCompletion of Hydrotest Outage provision will be effective with the respective availability of each point. Additional point change requests will be accommodated pursuant to REX’s FERC Gas Tariff.

SONAT HAS REPORTED PROBLEMS WITH ONE OF THE METER TUBES AT THE SABINE HENRY
HUB INTERCONNECT (SOUTHERN/HENRY HUB, NO. 46786). SONAT IS LIMITING FLOW TO
35,000 DTH/D UNTIL THE PROBLEM IS RESOLVED.

PARTIAL COMPRESSION HAS BEEN RESTORED AT THE HENRY HUB COMPLEX. HOWEVER,
SABINE MAY BE REQUIRED TO ALLOCATE CAPACITY IF NOMINATIONS REQUIRING COMPRESSION
EXCEED SABINE’S CURRENT COMPRESSION CAPABILITIES. CAPACITY WILL BE ALLOCATED IN
ACCORDANCE WITH SECTION 6 OF THE GENERAL TERMS AND CONDITIONS OF SABINE’S FERC
GAS TARIFF ORIGINAL VOLUME NO. 1.

FORCE MAJEURE UPDATE - MONDAY, SEPTEMBER 15, 2008

SABINE IS CURRENTLY ASSESSING THE STATUS OF THE HENRY HUB AS WELL AS FACILITIES
ALONG THE SABINE MAINLINE. INITIAL REPORTS INDICATE THAT FLOODING HAS IMPACTED
THE CURRENT OPERABILITY OF SABINE’S SYSTEM. THEREFORE, SABINE’S DECLARATION OF
FORCE MAJEURE WILL REMAIN IN EFFECT UNTIL FURTHER NOTICE. SABINE IS WORKING
TO RESTORE SYSTEM AVAILABILITY AND WILL POST UPDATES WHEN CHANGES OCCUR.

09/09/08 0228PM WIC - Douglas Compressor Expansion ProjectUPDATE: The projected in service date for the Wyoming Interstate Company, Ltd.
(WIC) Douglas Compressor Station Expansion has been revised to October
15, 2008 or earlier. With the modifications at the Douglas Compressor
Station, WIC Medicine Bow Lateral capacity at Medicine Bow Constraint
(MBC) will increase from 1113 MMscf/d to 1461 MMscf/d. WIC will
publish an official in-service notice when the modifications are ready
that includes the date and nomination cycle for which the capacity
will be increased and scheduled.
