GULF PRODUCTION MONITOR: November 20, 2008 Gulf production remains depressed some at 9.5 Bcf/d. The failed unit at Tenn Station continues to restrict throughput which and Texas onshore production remains down around 250 MMcf/d. The filter change causing the major restriction should be finalized tomorrow and while a completion of repairs will last through Nov, Flows should rebound from current levels by the weekend. 84 days have passed since hurricane Gustav first impacted offshore production and a total of 361 Bcf of supply has been deferred. TEXAS ENERGY BULLETIN: November 20, 2008 ERCOT Peak Load increased to 34 GW.Prices were mixed across the region with HH up 2 cnts to $6.76.HSC decreased by 1 cnt to $6.17. The HH-HSC spread increased by 3 cnts to +59 cnts. Flows east to HH fell by 30,000 MMBtu. Waha gained 11 cnts to $5.28. The HSC-Waha spread fell by 12 cnts to +90 cnts. Flows east to HSC fell by 6,000 MMBtu. SoCal was up 15 cnts to $5.42. The SoCal-Waha spread increased by 3 cnts to +14 cnts. Flows west to SoCal dropped by 73,000 MMBtu. Due to the Unscheduled Maintenance on Index 818 (42’ Southeast Expansion (posted
11-11-2008) and pursuant to Section 14 of Gulf South Pipeline Company’s (’Gulf
South’) currently effective FERC Gas Tariff, Gulf South is declaring a Force Majeure
event effective Gas Day, Tuesday, November 18, 2008 for Expansion Capacity Allocation
Area 19 Delivery Scheduling Group until further notice.
11/20/08 0628AM White River Hub In-Service UpdateNotice No. 2978 regarding the White River Hub shipper meeting indicated that the tentative in-service date of the White River Hub would be November 21, 2008. The in-service date has been delayed until the first week of December 2008. The exact date will be provided to shippers as soon as it has been determined.

11/14/08 0947AM HIOS - Force Majeure Hurricane Ike Update 11/16UPDATE: UPDATE REGARDING HIOS DELIVERIES TO STINGRAY:

HIOS has completed the repairs at the HIA-330 platform and no longer have capacity restrictions on deliveries to Stingray. Effective for gas intraday Monday, November 17, 2008, HIOS will accept nominations from receipt points located upstream of block HIA-264 for re-delivery to Stingray at the HIA-330 interconnect.

Due to facility issues at the HIA-330 interconnect with Stingray, the maximum volume of gas that HIOS can schedule for delivery to Stingray is approximately 8,000 Dth/d effective gas day November 14 and continuing until further notice. All receipt points upstream of block HIA-264 that are not confirmed and scheduled for flow to Stingray must shut in immediately and remain so until further notice.

HIOS is working to resolve the problems at HIA-330 as soon as possible and will notify Shippers as soon as incremental volumes can be scheduled.
